Sistemi bonus-malus n\u00ebnkupton prime m\u00eb t\u00eb shtrenjta sigurimi, krahasuar me ato aktuale, p\u00ebr ata drejtues mjetesh q\u00eb kan\u00eb shkaktuar d\u00ebme dhe prime m\u00eb t\u00eb ul\u00ebta p\u00ebr drejtuesit q\u00eb nuk kan\u00eb shkaktuar d\u00ebme.<\/p>\n<p>Megjithat\u00eb, sipas ekspert\u00ebve t\u00eb tregut, ndryshimi do t\u00eb jet\u00eb shum\u00eb m\u00eb i madh n\u00eb rastin e drejtuesve q\u00eb kan\u00eb shkaktuar d\u00ebme (malus), nd\u00ebrkoh\u00eb q\u00eb zbritja p\u00ebr drejtuesit pa histori d\u00ebmesh (bonus) pritet t\u00eb jet\u00eb n\u00eb p\u00ebrmasa modeste.<\/p>\n<p>N\u00eb vitin 2024, AMF miratoi rregulloren \u201cP\u00ebr p\u00ebrcaktimin e faktor\u00ebve t\u00eb riskut q\u00eb p\u00ebrfshihen n\u00eb p\u00ebrllogaritjen e primit p\u00ebr produktet e sigurimit t\u00eb detyruesh\u00ebm n\u00eb sektorin e transportit\u201d. Kjo rregullore hyri n\u00eb fuqi n\u00eb 1 janar 2025, por n\u00eb vitin e par\u00eb t\u00eb zbatimit nd\u00ebr faktor\u00ebt e riskut nuk u p\u00ebrfshi parimi bonus-malus, duke u shtyr\u00eb p\u00ebr n\u00eb vitin 2026.<\/p>\n<p>N\u00eb p\u00ebrllogaritjen e primit t\u00eb sigurimit, kompanit\u00eb ndjekin disa faktor\u00eb kryesor\u00eb risku, si historiku i d\u00ebmeve, p\u00ebrfshir\u00eb edhe rastet kur shkaktari i aksidentit nuk \u00ebsht\u00eb i sh\u00ebnuar n\u00eb polic\u00ebn e sigurimit; fuqia motorike e mjetit; mosha e t\u00eb siguruarit; eksperienca n\u00eb drejtimin e mjetit motorik; p\u00ebrdorimi i mjetit nga nj\u00eb subjekt apo nga nj\u00eb individ; qarku i regjistrimit t\u00eb mjetit dhe vjet\u00ebrsia e mjetit.<\/p>\n<p>Aplikimi i sistemit bonus-malus \u00ebsht\u00eb i parashikuar n\u00eb ligjin \u201cP\u00ebr sigurimin e detyruesh\u00ebm n\u00eb sektorin e transportit\u201d, q\u00eb ka hyr\u00eb n\u00eb fuqi qysh n\u00eb vitin 2021. Megjithat\u00eb, ligji e parashikon si t\u00eb drejt\u00eb t\u00eb kompanive t\u00eb sigurimit, por jo nj\u00eb detyrim. Zbatimi i parimit bonus-malus u b\u00eb i mundur vet\u00ebm pas miratimit t\u00eb rregullores \u201cP\u00ebr p\u00ebrcaktimin e faktor\u00ebve t\u00eb riskut q\u00eb p\u00ebrfshihen n\u00eb p\u00ebrllogaritjen e primit p\u00ebr produktet e sigurimit t\u00eb detyruesh\u00ebm n\u00eb sektorin e transportit\u201d.<\/p>\n<h4>Edhe me miratimin e k\u00ebsaj rregulloreje, tregu i k\u00ebtij produkti nuk po shfaq konkurrenc\u00eb t\u00eb mir\u00ebfillt\u00eb dhe primet e sigurimit jan\u00eb pothuajse t\u00eb nj\u00ebjta n\u00eb t\u00eb gjitha kompanit\u00eb.<\/h4>\n<p>Ndarja e tregut t\u00eb sigurimit t\u00eb detyruesh\u00ebm motorik p\u00ebr p\u00ebrgjegj\u00ebsit\u00eb ndaj pal\u00ebve t\u00eb treta \u00ebsht\u00eb pothuajse e pandryshuar edhe k\u00ebt\u00eb vit. Sipas informacionit nga Autoriteti i Mbik\u00ebqyrjes Financiare (AMF) p\u00ebr 9-mujorin 2025 tregu i k\u00ebtij produkti kryesohet nga Sigal, me 20.64% t\u00eb primeve t\u00eb shkruara bruto, nga 20.6% q\u00eb mbante nj\u00eb vit m\u00eb par\u00eb. Ndjek Eurosig, me 15.19% (nga 15.25% nj\u00eb vit m\u00eb par\u00eb) dhe Sigma, me 14.59% (nga 14.6% nj\u00eb vit m\u00eb par\u00eb).<\/p>\n<p>Edhe p\u00ebr kompanit\u00eb e tjera, ndryshimi i pjes\u00ebs s\u00eb tregut \u00ebsht\u00eb i pap\u00ebrfillsh\u00ebm krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb nj\u00eb viti m\u00eb par\u00eb.<\/p>\n<p>Problemi i konkurrenc\u00ebs n\u00eb tregun e TPL-ve u ngrit edhe k\u00ebt\u00eb vit gjat\u00eb raportimeve n\u00eb Kuvendin e Shqip\u00ebris\u00eb nga AMF dhe Autoriteti i Konkurrenc\u00ebs.
