Censi 2023 gjeti n\u00eb k\u00ebt\u00eb nj\u00ebsi vet\u00ebm 1600 banor\u00eb nga m\u00eb shum\u00eb se 5 mij\u00eb q\u00eb ishin n\u00eb vitin 2001.<\/p>\n<p>Besmiri, m\u00ebsues biologjie, nga t\u00eb pakt\u00ebt e brezit t\u00eb ri q\u00eb ka vendosur t\u00eb ushtroj\u00eb profesionin n\u00eb vendlindje n\u00eb Nj\u00ebsin\u00eb Administrative Malzi, po p\u00ebrballet me v\u00ebshtir\u00ebsi t\u00eb shum\u00ebfishta gati nj\u00ebsoj me vitet kur Migjeni dha m\u00ebsim n\u00eb fshatrat e Puk\u00ebs. Sipas tij, pushteti lokal nuk ofron asnj\u00eb sh\u00ebrbim q\u00eb ka lidhje me problematik\u00ebn e zon\u00ebs.<\/p>\n<p>Rrug\u00ebt q\u00eb lidhin t\u00eb gjitha fshatrat e zon\u00ebs me rrjetin nacional jan\u00eb t\u00eb pakalueshme, menaxhimi i mbetjeve nuk ekziston as si koncept, sh\u00ebrbimet sh\u00ebndet\u00ebsore dhe ato arsimore etj., kan\u00eb dob\u00ebsi t\u00eb thella dhe jan\u00eb drejt shuarjes.<\/p>\n<p>Si kjo nj\u00ebsi administrative jan\u00eb me qindra n\u00eb t\u00eb gjith\u00eb vendin, t\u00eb cilat jan\u00eb mbuluar nga harresa, edhe pse buxheti i pushtetit vendor \u00ebsht\u00eb rritur me 212% nd\u00ebrmjet 2015-2024.<\/p>\n<p>Vitin e kaluar, buxheti i pushtetit vendor arriti n\u00eb 81 miliard\u00eb lek\u00eb ose 810 milion\u00eb euro, nga 26 miliard\u00eb lek\u00eb n\u00eb vitin 2015. Buxheti n\u00eb dispozicion t\u00eb bashkive \u00ebsht\u00eb rritur me m\u00eb shum\u00eb se trefish n\u00eb dekad\u00ebn e fundit q\u00eb kur nisi zbatimi i reform\u00ebs.<\/p>\n<p>Por m\u00eb se gjysma e buxhetit po p\u00ebrdoret p\u00ebr shpenzimet e personelit duke mos justifikuar transferimin e disa funksioneve nga pushteti qendror. Stafet e bashkive shtohen vit pas viti nd\u00ebrkoh\u00eb q\u00eb shpenzimet kapitale po vijn\u00eb n\u00eb r\u00ebnie n\u00eb raport me madh\u00ebsin\u00eb e buxhetit.<\/p>\n<p>Hume Elezi, e cila \u00ebsht\u00eb an\u00ebtare e K\u00ebshillit prej vitesh n\u00eb Bashkin\u00eb e Kuk\u00ebsit, thot\u00eb se nga mandati n\u00eb mandat, cil\u00ebsia e stafit t\u00eb bashkive \u00ebsht\u00eb n\u00eb r\u00ebnie.<\/p>\n<p>\u201cZyrat e bashkis\u00eb jan\u00eb mbushur me emigrant\u00eb pa arsim. N\u00eb Bashki t\u00eb tilla si Kuk\u00ebsi, q\u00eb ka emigrimin t\u00eb fort\u00eb t\u00eb t\u00eb rinjve, sidomos n\u00eb dekad\u00ebn e fundit, nuk \u00ebsht\u00eb e leht\u00eb t\u00eb gjenden persona q\u00eb ushtrojn\u00eb funksione n\u00eb pushtetin vendor edhe p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb p\u00ebrvoj\u00ebs.<\/p>\n<p>Gerta Loku, an\u00ebtare e K\u00ebshillit Bashkiak t\u00eb Mirdit\u00ebs, thot\u00eb se qeverisja n\u00eb bashkin\u00eb e saj \u00ebsht\u00eb m\u00eb e v\u00ebshtir\u00eb p\u00ebr shkak t\u00eb territorit t\u00eb madh n\u00eb administrim dhe numrit t\u00eb pak\u00ebt t\u00eb banor\u00ebve.<\/p>\n<p>Loku thot\u00eb se numri i banor\u00ebve n\u00eb fshatra q\u00eb kan\u00eb nevoj\u00eb p\u00ebr infrastruktur\u00eb \u00ebsht\u00eb shum\u00eb i vog\u00ebl, duke e penguar bashkin\u00eb t\u00eb b\u00ebj\u00eb investime n\u00eb zona q\u00eb nuk kan\u00eb m\u00eb shum\u00eb se 30 banor\u00eb.<\/p>\n<p>Mungesa e investimeve p\u00ebr shkak t\u00eb numrit t\u00eb pak\u00ebt t\u00eb banor\u00ebve i nxit ata q\u00eb largohen dhe familjet e reja t\u00eb mos nisin jet\u00ebn n\u00eb fshat. Problematikat e menaxhimit jan\u00eb t\u00eb nj\u00ebjta n\u00eb t\u00eb gjitha bashkit\u00eb.<\/p>\n<p>Florian Bjanku, an\u00ebtar i K\u00ebshillit Bashkiak n\u00eb Shkod\u00ebr, tha se nga pik\u00ebpamja e sh\u00ebrbimeve, Bashkia p\u00ebrballet me nj\u00eb sfid\u00eb t\u00eb madhe n\u00eb mbulimin e gjith\u00eb territorit t\u00eb saj t\u00eb zgjeruar. Nd\u00ebrsa qyteti i Shkodr\u00ebs p\u00ebrfiton disi m\u00eb shum\u00eb v\u00ebmendje p\u00ebr shkak t\u00eb q\u00ebndrimit t\u00eb institucioneve, nj\u00ebsit\u00eb administrative p\u00ebrreth, nga Velipoja deri n\u00eb Theth, shpesh trajtohen me nj\u00eb qasje dyt\u00ebsore.<\/p>\n<p>\u201cKjo munges\u00eb ekuilibri nuk \u00ebsht\u00eb fenomen i ri. Edhe p\u00ebrpara reform\u00ebs territoriale, dallimet mes qytetit dhe fshatit kan\u00eb qen\u00eb t\u00eb ndjeshme. Por sot, me nj\u00eb territor m\u00eb t\u00eb gjer\u00eb dhe me m\u00eb pak burime, situata \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar.<\/p>\n<p>Nuk ka ndodhur ende nj\u00eb decentralizim real, ve\u00e7an\u00ebrisht n\u00eb aspektin fiskal. Kjo do t\u00eb thot\u00eb q\u00eb nj\u00ebsit\u00eb administrative nuk kan\u00eb kapacitete t\u00eb veta as n\u00eb vendimmarrje, as n\u00eb financim dhe varen plot\u00ebsisht nga qendra\u201d, \u2013 shpjegoi Binjaku.<\/p>\n<p>Shqip\u00ebria \u00ebsht\u00eb ndoshta nj\u00eb nd\u00ebr vendet e vetme n\u00eb Europ\u00eb q\u00eb nuk ka nj\u00eb model t\u00eb qart\u00eb zhvillimi komb\u00ebtar. N\u00eb k\u00ebt\u00eb situat\u00eb, strategjit\u00eb e zhvillimit rajonal jan\u00eb t\u00eb fragmentuara dhe p\u00ebr zbatimin e tyre as q\u00eb b\u00ebhet fjal\u00eb.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb arsye, gjat\u00eb periudh\u00ebs s\u00eb tranzicionit, Shqip\u00ebria po p\u00ebrjeton zhvillim jo t\u00eb barabart\u00eb. Burimet ekonomike dhe t\u00eb t\u00eb ardhurave jan\u00eb p\u00ebrqendruar n\u00eb qend\u00ebr t\u00eb vendit, kurse rajonet mbeten t\u00eb ekspozuara ndaj fenomenit t\u00eb emigracionit dhe munges\u00ebs s\u00eb planeve zhvillimore t\u00eb q\u00ebndrueshme dhe varf\u00ebris\u00eb ekstreme.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>10 vite reform\u00eb, si po menaxhohen sh\u00ebrbimet dhe territoret<\/strong><\/p>\n<p>K\u00ebt\u00eb vit b\u00ebhen 10 vite nga zbatimi i Reform\u00ebs Territoriale. Gjat\u00eb k\u00ebsaj kohe, popullsia e vendit ka r\u00ebn\u00eb mbi 15%, buxheti i pushtetit lokal \u00ebsht\u00eb rritur me 212%, por nga ana tjet\u00ebr, cil\u00ebsia e sh\u00ebrbimeve, n\u00eb vend q\u00eb t\u00eb p\u00ebrmir\u00ebsohet, \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar nga shkrirja e rreth 340 komunave dhe qeverisja n\u00eb 61 bashki.<\/p>\n<p>Zoti Bjanku, nga K\u00ebshilli Bashkiak i Shkodr\u00ebs, thot\u00eb se pabarazia n\u00eb qasje dhe sh\u00ebrbime pas reform\u00ebs territoriale ka p\u00ebrshpejtuar edhe nj\u00eb tjet\u00ebr fenomen shqet\u00ebsues: braktisjen e nj\u00ebsive administrative nga banor\u00ebt.<\/p>\n<p>Pa sh\u00ebrbime publike, pa infrastruktur\u00eb funksionale, pa p\u00ebrfaq\u00ebsim real n\u00eb vendimmarrje, shum\u00eb komunitete ndihen t\u00eb l\u00ebna pas dore dhe nuk shohin asnj\u00eb arsye p\u00ebr t\u00eb q\u00ebndruar.<\/p>\n<p>P\u00ebrshpejtimi i boshatisjes s\u00eb nj\u00ebsive administrative \u00ebsht\u00eb tashm\u00eb nj\u00eb fenomen i rreziksh\u00ebm q\u00eb k\u00ebrkon trajtim urgjent. Nj\u00ebsit\u00eb e administrative kan\u00eb nj\u00eb administrator dhe p\u00ebrgjith\u00ebsisht p\u00ebrfaq\u00ebsohen n\u00eb k\u00ebshillin bashkiak.<\/p>\n<p>Por shpesh t\u00eb zgjedhurit nuk jetojn\u00eb pran\u00eb zonave t\u00eb tyre dhe nuk bashk\u00ebpunojn\u00eb me komunitetin p\u00ebr zgjidhjen e problematikeve.<\/p>\n<p>Besimi, m\u00ebsues i biologjis\u00eb n\u00eb Kuk\u00ebs, thot\u00eb se sipas ligjeve, urdh\u00ebresave, t\u00eb arsimit shqiptar dhe qeverisjes vendore, shkollat jan\u00eb institucione t\u00eb cilat duhet t\u00eb mir\u00ebmbahen dhe financohen p\u00ebr nevoja t\u00eb ndryshme nga pushteti lokal, Por n\u00eb realitet, mjediset e shkollave n\u00eb fshatrat e nj\u00ebsis\u00eb administrative Malzi \u2013 Kuk\u00ebs jan\u00eb t\u00eb shkat\u00ebrruara.<\/p>\n<p>Mjedise t\u00eb ftohta, dritare t\u00eb kalbura pa xhama, mure t\u00eb \u00e7ara. Mjedise pa laborator\u00eb, sidomos laborator\u00ebve t\u00eb Fush\u00ebs s\u00eb Shkencave, apo edhe TIK-ut.<\/p>\n<p>\u201cQ\u00eb nga nd\u00ebrtimi i k\u00ebtyre shkollave disa dekada m\u00eb par\u00eb, disa q\u00eb para 1990-s, nuk ka pasur m\u00eb nd\u00ebrhyrje rregulluese apo furnizuese me mjete apo laborator\u00eb, sidomos gjat\u00eb dekad\u00ebs s\u00eb fundit. Shkollat jan\u00eb l\u00ebn\u00eb n\u00eb rr\u00ebnim t\u00eb lir\u00eb, n\u00eb \u00e7do aspekt\u201d, \u2013 tha ai.<\/p>\n<p>Reforma e decentralizimit n\u00eb vitin 2014 transferoi p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr ofrimin e sh\u00ebrbimeve publike nga qeveria qendrore tek autoritetet lokale.<\/p>\n<p>Fillimisht, fryma e k\u00ebsaj nisme ishte pozitive, por zbatimi i saj ka qen\u00eb i gabuar, pasi rezultoi n\u00eb sh\u00ebrbime publike t\u00eb mang\u00ebta n\u00eb zonat me nevoja t\u00eb m\u00ebdha, analizoi Banka Bot\u00ebrore n\u00eb dokumentin e ri t\u00eb bashk\u00ebpunimit me Shqip\u00ebrin\u00eb 2023-2027.<\/p>\n<p>Pas reform\u00ebs s\u00eb decentralizimit, q\u00eb reduktoi numrin e bashkive n\u00eb 61 dhe shkriu m\u00eb shum\u00eb se 340 komuna n\u00eb t\u00eb gjith\u00eb vendin, furnizimi me uj\u00eb, kanalizimet, menaxhimi i mbetjeve, arsimi, kujdesi p\u00ebr f\u00ebmij\u00ebt dhe reagimi ndaj fatkeq\u00ebsive natyrore u p\u00ebrkeq\u00ebsua.<\/p>\n<p>P\u00ebr shembull, mungesa e ofrimit t\u00eb sh\u00ebrbimeve t\u00eb kujdesit p\u00ebr f\u00ebmij\u00ebt dhe grat\u00eb shkat\u00ebrroi aft\u00ebsin\u00eb e tyre p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb aktivitetet ekonomike.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, shumica e autoriteteve vendore kan\u00eb rezultuar t\u00eb paaft\u00eb p\u00ebr t\u00eb rritur kapacitetin operacional dhe financiar p\u00ebr t\u00eb menaxhuar dhe p\u00ebr t\u00eb ofruar sh\u00ebrbime n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme. Rezultati ishte mungesa n\u00eb sh\u00ebrbime dhe cil\u00ebsia e ul\u00ebt e tyre\u201d, \u2013 analizoi Banka Bot\u00ebrore.<\/p>\n<p>Mang\u00ebsit\u00eb n\u00eb koordinim me pushtetin qendror, mungesa e standardeve dhe mekanizmave t\u00eb llogaridh\u00ebnies kan\u00eb kontribuar n\u00eb vazhdim\u00ebsin\u00eb e k\u00ebtyre mang\u00ebsive, t\u00eb cilat kan\u00eb ndikim t\u00eb drejtp\u00ebrdrejt\u00eb negativ n\u00eb kapitalin njer\u00ebzor, mjedisin dhe mund\u00ebsit\u00eb ekonomike. Banka vuri n\u00eb dukje se k\u00ebto mang\u00ebsi jan\u00eb shkak themelor i disa sfidave t\u00eb zhvillimit.<\/p>\n<p>Ofrimi i sh\u00ebrbimeve publike n\u00eb p\u00ebrgjith\u00ebsi \u00ebsht\u00eb i mang\u00ebt, por ve\u00e7an\u00ebrisht mungesat m\u00eb t\u00eb m\u00ebdha jan\u00eb n\u00eb zonat rurale. Mungesa e ofrimit t\u00eb sh\u00ebrbimeve n\u00eb zonat rurale nga nj\u00ebsit\u00eb e reja vendore q\u00eb dol\u00ebn nga reforma territoriale ka ndikuar n\u00eb krijimin e pabarazive.<\/p>\n<p>Nd\u00ebrsa zonat urbane p\u00ebrfitojn\u00eb nga mbulimi relativisht m\u00eb i lart\u00eb i sh\u00ebrbimeve publike, nga ana tjet\u00ebr, cil\u00ebsia \u00ebsht\u00eb e dob\u00ebt dhe ka krijuar m\u00eb tej kosto sociale dhe mjedisore.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Buxheti \u00ebsht\u00eb trefishuar, por var\u00ebsia nga nd\u00ebrtimet \u00ebsht\u00eb rritur<\/strong><\/p>\n<p>N\u00eb vitin 2015, t\u00eb ardhurat e veta vendore ishin n\u00eb nivelin e rreth 13.7 miliard\u00eb lek\u00ebve, nd\u00ebrsa transfertat kapnin nj\u00eb vler\u00eb prej rreth 12.3 miliard\u00eb lek\u00ebsh, me nj\u00eb buxhet total 26.1 miliard\u00eb lek\u00eb.<\/p>\n<p>N\u00eb vitin 2024, t\u00eb ardhurat e veta kap\u00ebn nivelin 44.5 miliard\u00eb lek\u00eb dhe transfertat u rrit\u00ebn n\u00eb afro 36.9 miliard\u00eb lek\u00eb, me nj\u00eb buxhet total 81 miliard\u00eb lek\u00eb, ose 3.1 her\u00eb m\u00eb shum\u00eb q\u00eb nga momenti ku nisi zbatimi i reform\u00ebs territoriale, sipas t\u00eb dh\u00ebnave zyrtare nga Ministria e Financave.<\/p>\n<p>Nd\u00ebrkoh\u00eb, pesha e z\u00ebrave t\u00eb tjer\u00eb si taksat e ndara, huamarrja vendore dhe financimet e huaja mbetet relativisht e ul\u00ebt, duke mos sjell\u00eb ndryshime t\u00eb m\u00ebdha n\u00eb p\u00ebrb\u00ebrjen e p\u00ebrgjithshme t\u00eb t\u00eb ardhurave.<\/p>\n<p>T\u00eb ardhurat e veta vendore kan\u00eb njohur rritje t\u00eb ndjeshme gjat\u00eb dekad\u00ebs s\u00eb fundit, duke kaluar nga 13.7 miliard\u00eb lek\u00eb n\u00eb vitin 2015, n\u00eb nj\u00eb rekord prej 43 miliard\u00eb lek\u00ebsh n\u00eb vitin 2024.<\/p>\n<p>Ky zgjerim fiskal n\u00eb nivel lokal d\u00ebshmon p\u00ebr nj\u00eb kapacitet n\u00eb rritje t\u00eb bashkive p\u00ebr t\u00eb gjeneruar t\u00eb ardhura, por n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, nxjerr n\u00eb pah nj\u00eb var\u00ebsi t\u00eb theksuar ndaj nj\u00eb z\u00ebri t\u00eb ve\u00e7ant\u00eb t\u00eb t\u00eb ardhurave, taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb e cila mblidhet ndaj nd\u00ebrtesave t\u00eb reja.<\/p>\n<p>Q\u00eb nga viti 2016, kjo taks\u00eb \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb burim gjithnj\u00eb e m\u00eb dometh\u00ebn\u00ebs n\u00eb portofolin fiskal t\u00eb bashkive. N\u00eb vitin 2021 ajo zuri nj\u00eb t\u00eb tret\u00ebn e totalit t\u00eb t\u00eb ardhurave vendore, dhe n\u00eb vitin 2024 kap vler\u00ebn 18 miliard\u00eb lek\u00eb, ose 41%, duke u kthyer n\u00eb burimin m\u00eb t\u00eb madh t\u00eb t\u00eb ardhurave t\u00eb veta.<\/p>\n<p>Ky trend tregon qart\u00eb se rritja e t\u00eb ardhurave vendore nuk po vjen nga p\u00ebrmir\u00ebsimi i mbledhjes s\u00eb taksave t\u00eb zakonshme mbi pasurin\u00eb apo tarifave t\u00eb sh\u00ebrbimeve, por nga ciklet e nd\u00ebrtimit, t\u00eb cilat ndikojn\u00eb drejtp\u00ebrdrejt n\u00eb nivelin e ark\u00ebtimeve nga kjo taks\u00eb.<\/p>\n<p>Pas vitit 2021 fillon nj\u00eb hov i t\u00eb ardhurave nga TNI q\u00eb kulmon n\u00eb vitin 2024. Kjo p\u00ebrkon me nj\u00eb periudh\u00eb rritjeje t\u00eb aktivitetit t\u00eb nd\u00ebrtimit, ve\u00e7an\u00ebrisht n\u00eb qytetet e m\u00ebdha si Tirana dhe Durr\u00ebsi.<\/p>\n<p>Nd\u00ebrkoh\u00eb, z\u00ebrat e tjer\u00eb si taksa mbi pasurin\u00eb e paluajtshme, tarifat e sh\u00ebrbimeve vendore apo t\u00eb ardhurat nga biznesi i vog\u00ebl shfaqin rit\u00ebm t\u00eb q\u00ebndruesh\u00ebm ose rritje modeste.<\/p>\n<p>Ekspert\u00ebt e pushtetit vendor vler\u00ebsojn\u00eb se var\u00ebsia nga kjo taks\u00eb p\u00ebrb\u00ebn\u00a0 rrezik p\u00ebr q\u00ebndrueshm\u00ebrin\u00eb financiare t\u00eb bashkive n\u00eb afatgjat\u00eb. N\u00ebse aktiviteti nd\u00ebrtimor tkurret, bashkit\u00eb rrezikojn\u00eb t\u00eb p\u00ebrballen me\u00a0 r\u00ebnie t\u00eb ndjeshme t\u00eb t\u00eb ardhurave.<\/p>\n<p>P\u00ebr shembull t\u00eb ardhurat e Bashkis\u00eb s\u00eb Tiran\u00ebs kan\u00eb p\u00ebsuar r\u00ebnie t\u00eb ndjeshme gjat\u00eb pes\u00ebmujorit t\u00eb par\u00eb t\u00eb vitit 2025, duke reflektuar ngadal\u00ebsimin e duksh\u00ebm t\u00eb aktivitetit t\u00eb nd\u00ebrtimit n\u00eb kryeqytet.<\/p>\n<p>Sipas raportit zyrtar t\u00eb realizimit t\u00eb buxhetit p\u00ebr periudh\u00ebn janar\u2013maj 2025, t\u00eb ardhurat totale nga taksat dhe tarifat arrit\u00ebn n\u00eb 7.4 miliard\u00eb lek\u00eb (rreth 75 milion\u00eb euro), nj\u00eb tkurrje prej 41.5% krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb nj\u00eb viti m\u00eb par\u00eb, kur kjo shif\u00ebr ishte 12.5 miliard\u00eb lek\u00eb.<\/p>\n<p>Kontributi kryesor n\u00eb k\u00ebt\u00eb r\u00ebnie ka ardhur nga taksa e ndikimit n\u00eb infrastruktur\u00eb, e lidhur drejtp\u00ebrdrejt me lejet e nd\u00ebrtimit. Kjo taks\u00eb solli n\u00eb buxhet vet\u00ebm 1.3 miliard\u00eb lek\u00eb, krahasuar me 6.3 miliard\u00eb lek\u00eb n\u00eb t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb 2024-s, me tkurrje rekord prej gati 80%.<\/p>\n<p><strong>Gjysma e buxhetit p\u00ebr paga, por produktiviteti n\u00eb r\u00ebnie<\/strong><\/p>\n<p>Vitin e kaluar, rreth 50% e buxhetit t\u00eb pushtetit vendor shkoi p\u00ebr t\u00eb mbuluar kostot e personelit.
