Sipas projektit paraprak t\u00eb ndarjes territoriale m\u00eb 2014, territori i Shqip\u00ebris\u00eb parashikohej t\u00eb ndahej n\u00eb 12 qarqe dhe 36 bashki. Por pasi n\u00eb procesin e miratimit t\u00eb projektit u fut\u00ebn llogarit\u00eb elektorale t\u00eb partive q\u00eb e votuan at\u00eb n\u00eb paralment (PS, LSI, PDIU), territori i vendit u nda n\u00eb 12 qarqe dhe 61 bashki\u2026<\/p>\n
N\u00eb at\u00eb koh\u00eb, qarkulluan edhe propozime p\u00ebr ndarje t\u00eb territorit t\u00eb vendit n\u00eb 4-5 rajone, me n\u00ebndarje brenda rajoneve n\u00eb bashki, ngjash\u00ebm me ndarjen territoriale t\u00eb Italis\u00eb. Tani q\u00eb ka z\u00ebra se mund t\u00eb rishikohet ndarja territoriale e vendit, vlen t\u00eb diskutohet p\u00ebr nj\u00eb ndarje t\u00eb till\u00eb funksionale (jo thjesht elektorale).<\/p>\n
Par\u00eb nga nj\u00eb k\u00ebndv\u00ebshtrim gjeografik, historik dhe ekonomik, Shqip\u00ebria mund t\u00eb ndahet n\u00eb 5 rajone: Rajoni Veriper\u00ebndimor (qarqet aktuale Shkod\u00ebr e Lezh\u00eb), Rajoni Verilindor (qarqet aktuale Dib\u00ebr e Kuk\u00ebs), Rajoni Qendror (qarqet aktuale Tiran\u00eb e Durr\u00ebs), Rajoni Juglindor (qarqet aktuale Elbasan e Kor\u00e7\u00eb), dhe rajoni Jugper\u00ebndimor (qarqet aktuale Fier, Berat, Vlor\u00eb e Gjirokast\u00ebr).<\/p>\n
Nd\u00ebrkoh\u00eb, p\u00ebrfaq\u00ebsimi n\u00eb Kuvendin e Shqip\u00ebris\u00eb duhet t\u00eb bazohet n\u00eb rajonet, sepse qarqet aktuale nuk kan\u00eb pse t\u00eb ekzistojn\u00eb m\u00eb n\u00eb nj\u00eb ndarje rajonale. Nga pikpamja elektorale, kalimi nga 12 qarqe n\u00eb 5 rajone nuk do sillte ndonj\u00eb ndryshim (shihni n\u00eb tabel\u00ebn e m\u00ebposhtme sesi do t\u00eb ishin shp\u00ebrndar\u00eb mandatet m\u00eb 11 maj me nj\u00eb ndarje rajonale).<\/p>\n
Kuptohet q\u00eb edhe harta aktuale e bashkive (e tipit salamand\u00ebr) mund t\u00eb thjeshtohet shum\u00eb.<\/p>\n
