s\u00ebr\u00eb nenesh t\u00eb reja q\u00eb kornizojn\u00eb kompetencat p\u00ebr hartimin dhe rishikimin e planit t\u00eb vendosjes, p\u00ebrhapjes dhe administrimin e pronave t\u00eb FA-ve, duke parashikuar rishikimin e k\u00ebtij plani n\u00eb m\u00ebnyr\u00eb periodike \u00e7do 5 vite dhe n\u00eb \u00e7do koh\u00eb n\u00eb rastet e \u201cinvestimeve me r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr zhvillimin ekonomik t\u00eb vendit apo nd\u00ebrtimeve, p\u00ebrmir\u00ebsimeve t\u00eb infrastruktur\u00ebs publike\u2026\u201c.<\/span><\/p>\n<p><span>Po ashtu, dispozitat plani i vendosjes s\u00eb Ushtris\u00eb p\u00ebrball\u00eb hapjes s\u00eb der\u00ebs der\u00ebs p\u00ebr nd\u00ebrtim hotelesh apo \u00e7dolloj investimi p\u00ebr interes afatshkurt\u00ebr t\u00eb qeveris\u00eb.<\/span><\/p>\n<p><span>Duke analizuar k\u00ebto ndryshime, Artur Me\u00e7ollari, ish-zv.komandant i Forc\u00ebs Detare, i tha BIRN se ato jan\u00eb antikushtetuese dhe c\u00ebnojn\u00eb karakterin strategjik q\u00eb ka plani i vendosjes s\u00eb Forcave t\u00eb Armatosura dhe n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, leht\u00ebson dh\u00ebnien e pronave t\u00eb ushtris\u00eb p\u00ebr rrug\u00eb, hotele apo \u00e7far\u00ebdo interesi momental t\u00eb qeveris\u00eb.<\/span><\/p>\n<p><span>\u201cKur flasim p\u00ebr pronat e ushtris\u00eb, ato kan\u00eb karakter strategjik, nuk c\u00ebnohet, pasi lejohet t\u00eb ndryshohet plani i vendosjes p\u00ebr nd\u00ebrtime infrastrukturore apo investime t\u00eb tjera,\u201d shtoi ai.<\/span><\/p>\n<p><span>Dispozitat e reja ligjore,
